特朗普宣布成立“超级智能部队”，国家情报总监杰伊·克莱顿牵头
2026年10月4日，美国总统特朗普在Truth Social上宣布成立“超级智能部队”（Super Intelligence Force）。特朗普表示，该部队负责协调联邦政府工作，确保美国在超级智能领域继续领先世界，并称超级智能的重要性“超越工业革命和互联网”，将保护所有美国人的利益并改善其生活。
据《华尔街日报》报道，这支部队将由美国国家情报总监杰伊·克莱顿（Jay Clayton）领导，联邦贸易委员会主席安德鲁·弗格森（Andrew Ferguson）、战争部研究与工程副部长埃米尔·迈克尔（Emil Michael）及人事管理办公室主任斯科特·库珀（Scott Kupor）担任副主席。克莱顿此前曾表示，在中国等国家推进AI的背景下，美国“退缩”是不负责任的，最大的风险之一是“不是第一”。
该行动是特朗普AI政策的延续。2026年9月，他曾表示将组建一支AI部队并任命AI专员；此后他签署行政令，推动将AI更名为“超级智能”，在白宫签署非约束性安全承诺的科技高管也使用了这一表述。据悉，“超级智能部队”将在120天内就AI带来的风险与机遇编写报告，其章程称将制定应对SI威胁的计划，同时防止过度监管和监管俘获抑制创新与竞争。
