甲骨文就3000亿美元OpenAI算力项目向开发商发出不可抗力通知
甲骨文已向Project Jupiter项目开发商Stack Infrastructure发出援引不可抗力条款的正式通知，寻求在项目无法按原计划于2028年上线时，推迟相关付款义务。知情人士称，此举并非意在退出主要租户地位，而是为在项目建设出现延误时确立合同层面的保护立场。
Project Jupiter是一个规模庞大的特殊目的载体（SPV）项目，计划在新墨西哥州约1400英亩土地上建设四座数据中心，为OpenAI提供总计3000亿美元算力，融资结构涵盖债券、贷款及Blue Owl股权。据彭博报道，Stack Infrastructure为Blue Owl Capital旗下子公司。
消息公布后，甲骨文盘前股价下跌4%，Blue Owl Capital下跌2.3%，数据中心供能商Bloom Energy下跌4.4%。此前该项目已遭遇反对声音与监管层面的挫折，相关贷款已跌至承压水平。此次不可抗力通知的发出，令市场对项目能否如期推进的疑虑进一步升温。
甲骨文发言人回应称，Project Jupiter仍在按计划推进，公司对新墨西哥州的承诺坚定不移，对项目前景充满信心，但未就不可抗力通知本身置评。Blue Owl方面拒绝发表评论。知情人士同时指出，目前尚不确定这一操作能否实际免除甲骨文此前已承诺的财务责任。
