China's First Intranet-Deployed Customs AI Agent Platform 'Lebao' Goes Live at Fuzhou Airport
On September 16, as the first international passengers entered Terminal 2 of Fuzhou Changle International Airport, "Lebao," the country's first customs travel-inspection AI agent platform deployed on an intranet, went into operation. Developed by CGN Beigu Technology, the system integrates multimodal large models and agent orchestration, with recognition accuracy exceeding 98%. It enables luggage screening in eight seconds and allows passengers to complete entry clearance in as little as 15 seconds.
Fuzhou Changle International Airport is a key gateway on China's southeastern Maritime Silk Road. The new Terminal 2 is designed for 36 million passenger trips and 450,000 tonnes of cargo and mail per year. Instead of using separate smart devices at individual inspection points, the airport's smart port project centers on the "Lebao" platform and is equipped with more than 150 customs inspection devices, including intelligent inspection desks, integrated pre-check channels for carry-on luggage, and self-service verification channels.
To address the challenge of tracking passenger luggage during high-traffic periods, the platform includes an in-house developed "person-bag association" module that automatically matches travelers with their luggage and helps quickly identify risky baggage. Customs and security authorities also share the same screen during inspection, allowing passengers to complete both customs and security checks in a single pass. According to Fuzhou Changle Airport Customs, the intelligent inspection system has improved both risk control and clearance efficiency.
CGN Beigu Technology, a national specialized "little giant" enterprise and a platform of China General Nuclear Power Group for nuclear measurement and control, focuses on non-power nuclear technology applications. Its smart port solutions have been applied at more than 40 ports and customs districts across China, including the Hong Kong-Zhuhai-Macao Bridge, Hainan Free Trade Port, and Guangzhou Baiyun International Airport.
