China's broadcasting regulator requires content labels for AI-generated audiovisual programs

By AI123

At a State Council Information Office press conference on September 17, 2026, China's National Radio and Television Administration (NRTA) outlined AI governance rules for the broadcasting and audiovisual sector during the 15th Five-Year Plan period.

The regulator said AI has been widely applied across the planning, production, review, distribution and service stages of TV dramas, online dramas, micro-dramas, variety shows and animated programs. While continuing to support innovation, the NRTA said it will coordinate development and safety, with technology serving people and creation. It will guide and regulate the use of AI across audiovisual content production, ensuring that innovation is encouraged with appropriate boundaries.

Specific requirements include adding clear content labels to audiovisual programs generated, produced or broadcast using AI technology; maintaining human review of key production steps and final content; and strictly prohibiting AI-based alteration of content. The NRTA added that as AI continues to evolve, it will keep improving regulations and apply differentiated governance, encouraging innovation where appropriate and maintaining strict controls where necessary.
