Meta Unveils AI Game Creation Tools Horizon Create and Horizon Studio for Zero-Code Development

At Meta Connect 2026 on September 25, Meta launched Horizon Create and Horizon Studio, two AI-driven game creation tools built on the Horizon Engine. The tools allow users without programming skills to generate complete 2D or 3D games from text descriptions, including level design, multiplayer modes, and difficulty balancing, with direct distribution to Facebook, Instagram, and Horizon platforms.

Horizon Create is a standalone mobile app designed for capturing ideas on the go. Users enter prompts and the engine generates a playable game, sending a notification when complete. Horizon Studio is a browser-based environment that requires no installation, combining natural language prompts with full visual editing capabilities to adjust scenes, replace assets, and modify script parameters. Assets and project history can be seamlessly transferred between the two tools, allowing users to switch between mobile and web.

Games released through Horizon Create or Horizon Studio will automatically be eligible for distribution across Meta's platforms. Instagram users can tap a game clip and join a multiplayer session within seconds without downloading a separate app. Meta said distribution will prioritize "fun" based on engagement, stability, cultural relevance, and retention, with higher-quality games receiving more exposure. Creators can later earn through in-game monetization and the Meta Horizon Creator Fund, though specific details have not been announced.

All generated content will be reviewed by Meta's content safety systems before reaching players, and games will receive automatic age ratings. Horizon Studio is currently being tested with a creator community, with broader access to be rolled out soon.

Following the announcement, Meta shares rose as much as 4.5%, reaching their highest level since September 2025. Gaming stocks including Roblox and Unity Software fell, with Unity dropping up to 6.9%.
