China Unveils Action Plan to Reshape Software Industry with AI by 2030
China's Ministry of Industry and Information Technology has issued an action plan for integrating artificial intelligence into the software industry. Wang Zhiqin, deputy director of the China Academy of Information and Communications Technology, said the plan marks a new stage of strategic guidance for the integration of AI and software development.
The plan, a key implementation measure of the State Council's broader "AI+" initiative, sets two-phase goals for 2028 and 2030 to reshape the software and IT services sector with AI. It highlights changes in development methods, product forms, and service models. Development is shifting toward human-machine collaboration and industrialized intelligent production. According to CAICT 2026 survey data, over 40% of enterprises have adopted AI code generation, and nearly 30% report a 90% penetration rate for intelligent development tools.
The plan also covers standards for intelligent programming capability maturity, intelligent agent interfaces, and intelligent services; talent training for interdisciplinary professionals; employment support with risk assessment mechanisms; and security safeguards for AI-generated code and intelligent agents.
By 2028, the plan aims to significantly raise intelligent capabilities in the software industry and foster high-level intelligent programming tools and platforms. By 2030, key software is expected to complete intelligent upgrades, with intelligent programming, agent software, and intelligent services becoming new growth drivers.
