Anthropic Updates Usage Policy to Curb Persistent Abuse of Claude
On October 8, 2026, Anthropic released an annual update to its Usage Policy that prohibits users from engaging in sustained and needless abusive or cruel behavior toward its Claude models. The new rule will take effect on November 12, 2026.
The company said the prohibition is intended to apply only in extreme cases, such as repeated cruelty toward the models with no discernible purpose. It does not cover common expressions of user frustration, pushback, dark creative themes, or model testing and research.
The updated policy page does not specify exactly what constitutes abuse, and Anthropic did not respond to a request for clarification at the time of reporting.
The move follows an earlier feature in Claude Opus 4, introduced in 2025, that allowed the model to end potentially distressing interactions, including requests involving child sexual content or attempts to solicit information for large-scale violence or terrorism. The policy update has also been seen as a continuation of Anthropic's longstanding concerns about AI consciousness; in September 2026, The New York Times reported that Anthropic co-founder Christopher Olah had lobbied the Vatican to acknowledge the possibility of AI consciousness, though the Pope ultimately rejected the pitch.
