China-EU Copyright Seminar in Yinchuan Addresses Generative AI Challenges
On October 13, 2026, the China-EU Seminar on Copyright Protection in the Digital Environment was held in Yinchuan, Ningxia. The event was co-hosted by the National Copyright Administration of China and the EU-China Intellectual Property Project, and organized by the Publicity Department of the Ningxia Hui Autonomous Region Party Committee and the China Copyright Association.
The seminar focused on copyright governance in the digital environment, China-EU legislative and enforcement practices, and copyright protection in the era of generative AI. Participants noted that while generative AI is creating new scenarios and business models, it also brings new risks and challenges for copyright governance. They proposed embracing AI with a forward-looking approach, regulating AI through improved institutional design, and exploring copyright rules adapted to AI scenarios, including the revision of the Implementation Regulations of the Copyright Law. They also stressed the importance of strengthening monitoring of AI-generated content and protecting the lawful rights of copyright owners.
The head of the EU-China Intellectual Property Project said that technological development is advancing rapidly and copyright systems must adapt to new realities. He noted that Europe and China may take different approaches on certain issues, which makes technical dialogue all the more important. He expressed hope that the seminar would deepen mutual understanding and lay a foundation for continued cooperation.
