On September 11, the U.S. Federal Communications Commission (FCC) finalized its rules. The new restrictions are narrowly targeted: equipment using "logic hardware components" made by companies on the FCC's Covered List may not receive FCC authorization. Chinese optical communication companies such as Zhongji Innolight and Eoptolink were not directly included in the restriction list.
