China Unveils AI Safety Governance Framework 3.0 at Cybersecurity Week
China's National Information Security Standardization Technical Committee released the Artificial Intelligence Safety Governance Framework 3.0 on September 14 during the opening ceremony of the 2026 National Cybersecurity Awareness Week.
The new version follows the 1.0 and 2.0 editions released in 2024 and 2025. Under the guidance of the Cyberspace Administration of China, the committee worked with organizations including the Chinese Academy of Cyberspace Studies and the CAC's Data and Technology Security Center, as well as research institutions and industry companies, to develop the framework.
The framework retains the core logic of risk classification, technical response, and comprehensive governance, while updating risk categories and optimizing related measures in response to new trends in AI development. It is intended to strengthen consensus on AI safety governance and improve capabilities for preventing and responding to risks.
