China-US AI dialogue mechanism called a significant step, evoking Cold War nuclear coordination

During their meeting in Washington in October 2026, the Chinese and US leaders agreed to establish a bilateral dialogue group on artificial intelligence and set up a communication channel for AI-related incidents. Wu Xinbo, president of the Shanghai Association of American Studies and director of the Center for American Studies at Fudan University, said the move is a first step but an important one, with significance comparable to the strategic coordination on nuclear weapons between the US and the Soviet Union during the Cold War.

At a recent sharing session organized by the association, Lu Chuanying, vice president of the association and deputy dean of the School of Political Science and International Relations at Tongji University, analyzed the meaning of the AI incident communication channel. He described it as equivalent to a hotline or response mechanism, noting that implementation requires clarity on reporting procedures and which incidents warrant notification. Lu also pointed out that while national computer emergency response teams (CERTs) have long existed, such issues have become politicized amid Sino-US security rivalry, so the new mechanism will require considerable political trust. He also discussed the current competition and cooperation between China and the US in AI technology.
