DeepSeek and MiniMax Complete Export Registration, Move Ahead With Open Source and Overseas Licensing
Yuangu Tiantan, a new media account under China Media Group, revealed on October 22 that DeepSeek and MiniMax, two leading large-model companies, have completed registration procedures and finished open-sourcing and overseas licensing since the Ministry of Commerce and the Ministry of Science and Technology solicited public comments on revising the Catalogue of Technologies Prohibited or Restricted from Export on October 16.
The draft revision covers 23 AI-related technologies, including large models, intelligent agents, computing clusters and information processing. Technologies already in the public domain through open source or academic publication are not subject to export control.
The Ministry of Commerce spokesperson previously answered media questions on the considerations behind the proposed AI technology items and whether overseas deployment and model-calling services would fall under technology export management after the catalogue takes effect.
