China's Foreign Ministry Addresses AI Bioweapon Risks, Cites New Safety Governance Framework

By AI123

At a regular press conference on September 15, Chinese Foreign Ministry spokesperson Guo Jiakun responded to questions about the potential use of artificial intelligence in manufacturing biological weapons. Guo said China has noted recent remarks by U.S. AI industry figures, and stressed that as AI technology advances rapidly, it is essential to keep it oriented toward benefiting humanity, strengthen governance, and improve measures to prevent loss of control.

Guo emphasized that China always balances development and security, takes seriously the internal and derivative risks posed by AI, and is committed to building a solid safety bottom line. He also mentioned that on September 14, relevant Chinese authorities released the Artificial Intelligence Safety Governance Framework 3.0, which updates the classification of AI safety risks and proposes adjustments to technical response and comprehensive governance measures.

Guo said AI is a common achievement and valuable asset of all humanity. Its development and governance require genuine multilateralism, with participation of countries worldwide to form a broadly accepted global governance framework. China supports the central role of the United Nations in multilateral AI governance and is willing to work with other countries to build a fair and reasonable global AI governance system.
